1.Call to order
Mayor Keith Wilson called the meeting to order at 10:15.
2.Approval of Agenda

The April 23, 2012 Council Minutes were approved as presented.

6.Business Arising
6.1 Grants
The MSI Capital and Operating Funds have been received. The Capital funds were placed in a GIC.
6.2 Request from County re Meeting of Summer Villages
Still awaiting word from the County as to when the next meeting will be.
6.3 Letter from Jim and Bernice Gulka
A letter was received on July 4th from Jim and Bernice Gulka in which they expressed their concerns regarding noise, fireworks and the piece of County road between the South and West Villages. A letter of response will be sent to the Gulkas.
6.4 Bylaws
6.4.1 Dog
To date the Village has not had any dog complaints. If and when there are concerns, Council will discuss a bylaw.
6.4.2 Noise
Council will discuss a noise bylaw and this will include barking dogs. Bring this item forward to the next meeting.
6.4.3 Sewage
Council members will review the draft of the sewage bylaw and it will be brought forward to the next meeting.
6.4.4 Fireworks
Council reviewed documentation which falls under the Provincial legislation. Keith Wilson will discuss fireworks with Dennis Irving the Mayor of Whispering Hills and with Mark Lindskoog the Mayor of Sunset Beach. Bring item forward to next Council meeting.
6.5 Barlow Subdivision Deposit
MOTION: That the Summer Village of West Baptiste return the deposit to Gordon Barlow as per the subdivision agreement.

6.6 Regional Agreement – Ian Fox
The Village has an agreement with Athabasca County. Council agreed not to make any changes.
6.7 Security System for Firehall
Keith Wilson has discussed this item with Ron Jackson. Council agreed a system was not required at this time. A discussion followed around the possibility of purchasing a solar powered speed indicator sign. Ed Tomaszyk will forward information to Council. Bring this item forward to next Council meeting.
6.8 Bylaw Review Update
The contract has ended with Don McCallum. Council will review Don’s submission together with Landuse Bylaws from other villages.
6.9 Courses Being Offered
Two thousand dollars will be allotted in the 2013 budget for anyone wishing to attend seminars/courses.
6.10 ASVA Fall Conference
All members expressed their wish to attend the ASVA Conference in St. Albert on October 19th and 20th.
6.11 Response to Alberta Government Election Act
The documentation regarding possible changes to the Alberta Election Act were discussed. Members were encouraged to complete the survey.
6.12 Review of July 14th Open House
Ed Tomaszyk apologized for not being able to attend. Some items discussed were fireworks, library requisition, website, recent brushing by TransAlta, RCMP.
6.13 Council Reports
Council members had no reports.
6.14 Village Website
Keith Wilson will obtain quotes for proceeding with a website.
7.Correspondence
7.1 Athabasca County – Regional Waste Budget Summary
The letter summarized the capital and operating costs of the local landfill. In future it is expected the budget will be available earlier.
8.Information Items
8.1 Alberta Agriculture and Rural Development
8.2 Alberta Health Services – Emergency Medical Reports
8.3 Minister of Tourism – 2015 Alberta 55 Plus Summer Games
8.4 Municipal Affairs – Canadian Emergency Management College and Joint Emergency Preparedness Program – discontinued.
The above correspondence will be filed for future reference.

The meeting adjourned at 12:30pm.

10.Next Meeting
The next meeting will be at the call of the Mayor, sometime in September. A Council meeting will also be held at 4pm, October 19 in St. Albert.
