1.Call to order

 

The meeting was called to order by Keith Wilson at 10:15am.

 

2.Approval of Agenda

 

The agenda was approved as presented.

The minutes of the July 16th Organizational Meeting and the July 16th Council Meeting were approved as presented.

6.Business Arising

 

6.1           Grants

6.1.1      MSI cap $278,220

A letter dated August 29th, 2012 from Minister Griffiths was received stating that the Capital MSI project funding in the amount of $278,220 has been approved.

6.1.2      MSI cap to be spent

The total MSI Capital funds to be spent by December 31, 2012 is $8,649.

6.1.3      Federal Gas Tax Fund FGTF $10,796

These funds were received and deposited on July 3, 2012.

6.1.4      Alberta Municipal Infrastructure Program AMIP application accepted

Correspondence was received from Alberta Transportation stating the project, Rehab of Baptiste Drive, was accepted.

6.1.5      Alberta Sustainable Resources Grant Application

A grant application in the amount of $20,000 has been submitted.

 

 

6.2         Bylaws

6.2.1      Fireworks

A short version and a long version of a bylaw for fireworks were discussed. Council agreed to ask for legal advice.

 

6.2.2      Development

Bylaw 95/2012 To Establish Development Authority of the Summer Village of West Baptiste

 

MOTION:            That the Council of the Summer Village of West Baptiste give first reading to Bylaw 95/2012.

Bylaw 96/2012 To Establish Subdivision Authority of the Summer Village of West Baptiste

MOTION:            That the Council of the Summer Village of West Baptiste give first reading to Bylaw 96/2012.

6.2.3      Noise

The noise bylaw will be brought forward at a future meeting.

6.2.4      Sewage

At the joint meeting of Summer Villages, it was announced that some Villages have passed a sewage bylaw and some in attendance were requesting that the Village who have not passed a bylaw do so. This will be brought forward at the next Council meeting.

Myn Hursin left the meeting at 11:45 for a medical appointment.

 

6.3        Removal of Village trees and contractor service

One village resident has requested that some trees be removed from a municipal reserve. Ed Tomaszyk will get some quotes.

6.4        Roads

 

6.4.1      Completion

David Gray Enterprises have completed the two Village service roads.

6.4.2      Road between South and West Baptiste

Council discussed approaching County Manager Gary Buchanan to set up a meeting to discuss a joint project. Larry Armfelt has indicated that he cannot justify asking for all the funds for surfacing this piece of road.

6.4.3      Plowing

Larry Armfelt had suggested to Keith Wilson that an memorandum of agreement could be considered for the County to plow Baptiste Drive. Salt is not warranted unless requested by the Village. Keith Wilson will contact the County.

 

6.5         Village Web Site

Keith Wilson has spoken with DataWest Computers in Athabasca. Dale reported that some work has been completed and that he plans to change the server as MCSNet cannot supply the service which is required. Minutes for the past year will be one of the items posted on the Village site.

6.6        Anita Blais email re Emergency Planning

Anita Blais, Administrator for the SV of Island Lake had emailed asking what our Village was doing with respect to emergency planning.   A reply will be sent stating that we have emergency planning with Athabasca County. We have control but the County can intervene.

6.7         Council Reports

Keith Wilson report that BISL will be BILS (Baptiste Island Lake Society) and will be registered as a society.   Shawn Wasel will serve as a resource person to the committee.
