  1. Call to order

 

Mayor Keith Wilson called the meeting to order at 10:05am.

 

  1. Approval of Agenda

 

The agenda was approved as presented.

6.1         Grants

6.1.1     MSI Capital and Operating, BMTG

It was advised that the MSI Capital and Basic Municipal Transportation Grant (BMTG) will be consolidated.  MSI capital $75,391, MSI Operating $5,663 and BMTG $9,733 totalling $90,787 for 2014.

 

6.1.2      Alberta Sustainable Resources

 

The Village has been awarded two grants, Firesmart in the amount of $50,000 and FRIAA in the amount of $50,000.  Council will be reviewing the FRIAA conditions as it appears administration may be very involved.

 

6.2         Bylaws

6.2.1      Land Use Bylaw

 

After discussion, Council hopes to be able to apply some of the grant funds from the Firesmart to revise the Land Use Bylaw.  This will be brought forward to the next Council meeting.

 

6.2.2      Tangible Capital Assets

MOTION:  That the Council of the Summer Village of West Baptiste give second reading to ByLaw 100/2013.

6.2.3      Sewage

6.2.4      Baptiste Lake Area Structure Plan

 

MOTION:          That the Council of the Summer Village of West Baptiste give first reading to ByLaw 101/2014.

6.3         Removal of Village trees

 

An email will be forward to residents stating that trees will not be removed from private property by the Village.  The information for the contractor the Village is using to do reserve work will be available to residents.

 

6.4         Roads

6.4.1     Village and County

 

The County has completed clearing between the South and West Villages.

 

The Village will budget $150,000 for road work for 2014.

 

6.4.2       Murray Culvert

 

This will be brought forward at a future meeting, should it be required.

 

6.5           Subdivision Application

 

This item was discussed at length and additional professional advice is currently being contemplated.

6.5         BAILS

 

An update is expected at the next meeting of Summer Villages.

 

 

6.6         Budget

 

The 2014 budget was reviewed and discussed.

6.7         Osman Request

 

A request was received from A and N Osman to leave the original cabin standing.  Council request a development permit be submitted stating that there will be no cooking facilities and that the guest house cannot be used for commercial purposes.

 

 

6.8         New Firehall

 

The land has been purchased and an estimated cost per Village has been received.  Council wants a legal agreement stating that the Baptiste Volunteer Fire continues to maintain the firehall in West Baptiste.  The distance from the new firehall to the south end of West Baptiste is 12.5 kms, making the new building within required distance for all residents.

 

6.9  Grass Cutting

 

Brian Patry will be contacted asking that Gage Edwards continue to mow grass within the Village.

 

6.10        Annual Meeting

 

MOTION:  That as a consequence, revision to the Municipal Act removes any legal requirement to hold annual generals meetings.  Meetings with the public will be scheduled as needed.

Village financial statements will be available on the Village website or from the Village office.

 

6.11        Newsletter

 

The annual newsletter will be sent to residents in ample time of the Firesmart cleanup program.

 

 

6.12        Councillors’ Reports

 

Ed Tomaszyk attended the SRD meeting.  The forestry act is under review.  Restraint of ATV’s in wilderness areas in high risk was discussed.
