  1. Call to order

 

Mayor Keith Wilson called the meeting to order at 1pm.

6.1         Grants

6.1.2      Alberta Sustainable Resources

 

An application will be submitted when the applications are available.

 

6.2         Bylaws

6.2.1      Land Use Bylaw

 

The LUB will be reviewed.

6.2.2      Tangible Capital Assets

 

A draft has been completed and sent to the Village auditor for review.

 

6.3         Removal of Village trees

 

Contractor and Village Administrator reviewed all email and written submissions.  Work expected to be completed in early spring.

 

6.4         Removal of Village trees –  Using County Equipment

 

An email was received from Sustainable Resources inquiring if the Summer Village would be interested in participating in a regional community grant for the removal of trees in conjunction with the County.  The Summer Village is interested.

 

6.5         Roads

6.4.1     Installation of curve sign

 

The contractor has staked the location of the sign and is awaiting First Call.

 

6.4.2     Murray Culvert

 

A culvert has been installed at L2, B2 0521864 without a permit.  A letter will be sent to the property owners stating they could be held responsible for any costs incurred by the Village due to drainage.

 

6.4.3      Road Damage

 

The road bylaw will be reviewed by Council.  A development owner(s) is responsible for damage to any Village property.

 

Moved by Keith Wilson, seconded by Ed Tomaszyk that Council meeting go in camera at 2:05pm.  Moved by Ed Tomaszyk at 2:25pm that Council come out of camera.

 

6.6         Amendment to Landuse Bylaw.

 

This item will be brought forward to next Council meeting.

 

6.7         Welcome Packages

 

Welcome packages will be given to all new property owners.

 

6.8          New ownership of property – regulations

 

It was agreed that new ownership of property submit a compliance certificate from a certified sewage system contractor stating private sewage systems comply with provincial standards, according to the private sewage provincial regulations passed in 2009.

 

6.9         WiFi

 

An inquiry was made by a Village resident if WiFi could be available at the Firehall for Village residents.  Council is not prepared to provide this service at this time.

 

6.10               Athabasca River Runners 2014 Snowmobile Jamboree

 

A provincial event is being hosted by the River Runners.

 

MOVED:           That the Summer Village of West Baptiste give a donation of $200.00 to the Alberta River Runners Jamboree.

6.11               BILS

 

A new group is being formed as a society.  This will include Baptiste and Island lakes as Skeleton has its own society.

 

 

6.12               2013 Taxes

 

One account remains unpaid.

 

6.13         September 14th Joint Village Meeting

 

Keith Wilson and Myn Hursin attended.  Also attending from the Village was Linda Cargill.  Firechief Ron Laachman provided an update on the proposed new fire hall.

 

6.14         Association of Summer Villages Conference

 

Ed Tomaszyk, Myn Hursin and Vivian Driver will attend.  Keith Wilson will be out of the country.

 

6.15        Firehall – Insurance Appraiser

 

The Administrator met with the Village’s Insurance Appraiser at the firehall for an inspection.

 

6.16         Councillors’ Reports

 

Myn Hursin stated that the roof of the firehall maybe in need of repair.  Estimates will be requested.

7.1           AUMA Insurance

 

This year’s insurance package was signed and will be returned to AUMA.
