Present: Keith Wilson, Linda Cargill, Mike Schouten, Vivian Driver

1. Call to order

Mayor Keith Wilson called the meeting to order at 10:05am.

2. Approval of Agenda

Add: 6.11 Development Permits

The Agenda was approved as amended.

6.1. Grants
6.1.1. MSI Operating SFE

The MSI Operating SFE was approved.

6.1.2. MSI Capital Certification Summary

The MSI Capital SFE was approved. A Certification Summary Report was received.

6.2. Athabasca Multiplex

A MSI Capital Grant application was submitted in the amount of $15,000.00 to allocate funds to the new Athabasca Multiplex pool.

6.3. Tree Removal

A resident had requested tree removal on an environmental reserve. An email was sent to the resident. To date no further response has been received. Council is developing a policy regarding trees on reserves.

MOTION: That the Summer Village of West Baptiste designate Andre Nijboer of NGW Logging Ltd. as the Village contractor for any Village tree removal requested by Village Council.

     6.4. Liability Policy

Council discussed the possibility of meeting with the Village lawyer on August 27th, should the Solicitor be available.

6.5. Baptiste Dr 1127

MOTION: That David Gray Enterprises be asked to complete the work as per quote dated July 30, 2018.

     6.6. BAILS

A request was received asking the Summer Village of West Baptiste to appoint a member to the BAILS board. Council discussed this request and decided to wait until the BAILS Bylaws are amended before committing to being on the board. Council members will continue to attend meetings.

6.7. Sub Division Appeal Board

A request was received from the SV Sunset Beach asking for collaboration in setting up a Sub Division Appeal Board and an Integrity Commissionaire for the Summer Villages around Baptiste and Island Lake. This will be brought forward at the next Council meeting when more information is available.

6.8.1. Public Participation Plan

MOTION: That Council approve the Public Participation Plan policy (2018.1) as required by the Municipal Government Act.

     6.8.2. Intermunicipal Collaboration Frameworks (ICF) and Intermunicipal Development Plans (IDP)

A letter was received from the Minister which included the signed Ministerial Order No. MSL:047/18.

6.8.3. Grant ICF (Intermunicipal Collaboration Framework) and IDP (Intermunicipal Development Plan)

The Summer Villages of West Baptiste, South Baptiste, Sunset Beach and the Athabasca County will submit a joint application for the ICF and IDP grant. The Administrator of the SV of West Baptiste has been designated manager of the grant.

MOTION: That The Summer Village of West Baptiste together with the Summer Villages of South Baptiste and Sunset Beach and the Athabasca County apply for the ICF, IDP Grant.

     6.9. Association of Summer Villages Conference

Council members and the administrator have registered to attend the ASVA Conference October 18th and 19th. The Conference will be at the Royal Executive Inn, Nisku.

6.10. Councillors’ Reports

Beaver dams – Keith Wilson reported that another cleaning of the outlet creek may be necessary.

6.11. Development Permit

Discussion took place regarding increasing the fee for a Development Permit and a penalty if development occurs and no development permit has been requested. Bring forward to the next Council meeting.

6.12. Maps

Discussion regarding maps of Village reserves. Bring forward to next Council meeting.

6.13. Fortis

A follow up letter to a phone call will be sent to Fortis regarding the condition of the ditch, due to brushing, between 1127 and 1135.

7. Correspondence

7.1. Office of the Premier, Alberta support of Trans Mountain Pipeline

A letter was received from the Premier thanking the Village for its support.
