Keith Wilson called the meeting to order at 4 pm.

6.1         Grants

6.1.2              Gas Tax Fund (GTF)

The GTF Agreement was signed and returned.

6.1.3              FireSmart

The Village request to have the FireSmart agreement amended to apply $20,000.00 to the amending its Land Use By Law was granted.

The Village contractor completed much of the brushing and will return in the Fall to complete work that is required on reserves.

6.2       Bylaws

6.2.1     Land Use Bylaw

On September 25th Council members met with Jane Dauphinee of Municipal Planning Services to begin revising of the Land Use Bylaw. Jane will be forwarding dates for future meetings.

6.2.2     Sewage

Keith Wilson reported that on October 7th, he met with Beverly Wardell and Alf Durnie of Safety Services, Alberta Municipal Affairs to discuss a proposed sewage bylaw which had earlier been forwarded to Ms. Wardell and Mr. Durnie.

MOTION:            That the Summer Village of West Baptiste give third and final reading to amended ByLaw 90/2009.

6.3       Roads

6.3.1     Meeting with County

On September 25th Mayor Keith Wilson and Vivian Driver met with Athabasca County to reaffirm the Village’s commitment to completion of work on the County road between West and South Baptiste. The County will be communicating with the Village at a future date.

6.3.2     827 Baptiste Drive

Dan Fisher had sent an email expressing their concerns of drainage on their driveway. The Village has requested that David Gray review the site and report back to Council.

6.4       Tax Payments

A request had been received from a Village resident asking if tax payments could be made via automatic bank transfer on a monthly basis. After consulting two banking groups and other municipalities it was clear it would be more beneficial to the Village to accept post dated cheques from residents rather than electronic bank transfers. The cost and administration involved was excessive for such a small participation.

6.5       Accreditation

The Village will not apply for accreditation at this time. The names of Inspection Group, Superior Safety Group and Epcor will be placed on the Village web site.

6.6      Summer Village Web Site

Keith Wilson will keep the Web Site current.

6.7       Development of Policy Manual

Work will begin on developing a Policy Manual.

6.8       Athabasca Regional Waste Management

An email was received from Athabasca Regional Waste Management asking that as required by the Terms of Reference 09-14 a representative from the west be appointed to the Commission. The term will be for one year. This will be discussed at a meeting scheduled to be set shortly. Mark Linskoog of the Summer Village of Sunset Beach has agreed to let his name stand.

6.9       Councillors’ Absence

Keith Wilson advised that he will be out of the country from January 3, 2015 to March 15, 2015 and will be available by email and phone.

6.10      Councillors’ Reports

Keith Wilson reiterated on his meetings with Athabasca County, Safety Services and conversations re Waste Management.

Ed Tomaszyk gave a history of the Waste Management.

Myn Hursin reported that repairs to the Firehall roof are planned for the upcoming week.

6.11      ASVA Conference

Discussion took place on the upcoming Conference as to what information would be covered and Councillors choose which topics they would like to attend.

6.12      Administrator Review.

The Administrator’s performance was considered to be exemplary.

MOTION: That the Administrator’s salary be increased to $1,500.00 per month.

MOTION: That the Councillors of the Summer Village of West Batiste receive an honorarium of $125.00 per month.
